Ronald Binge began his musical career as a church chorister in his native Derby, progressing to cinema organist and piano accordion player in summer seaside orchestras. After the Second World War, he joined Mantovani as arranger and composer and originated the "cascading strings" effect which was first heard in Binge's internationally popular arrangement of 'Charmaine', of 1951. As a composer, his 'Elizabethan Serenade' was a resounding hit in the same year and remains popular to this day, as do 'Sailing By' and 'The Watermill', all of them 'classics' of British light music.

Originally scored for oboe and strings, The Watermill was published in 1958. The reduction for oboe and piano is dated 1959 but the arranger is not credited - it may well have been the composer himself. The piece really caught the public ear in 1975 as the theme to the BBC adaptation of 'The Secret Garden', it has been described as ".... not 'impressionistic' music as such but more of an impression." With a wistfully soaring melody in the oboe over a gently rocking accompaniment and a suggestion of the steady rotation of the mill wheel, it is very much in the English pastoral tradition.
